Ukrainians who were born in the temporarily occupied territory and have never had a Ukrainian passport can now apply for a return certificate free of charge at foreign diplomatic institutions. Identification can now be done remotely, — the Ministry of Foreign Affairs.

This works at the embassies of Ukraine in Belarus, Georgia, Armenia, Kazakhstan, Turkey, as well as the consulates general in Istanbul and Antalya.
