This conclusion was reached by the authors of the methodological approach in determining the potential fighter for tactical aviation.

The authors of the methodological approach are the current Commander of the Air Force of the Armed Forces of Ukraine SS Drozdov, as well as scientists of Kharkiv National University of the Air Force OB Leontiev (Doctor of Technical Sciences, Professor, Chief Researcher) and MV Naumenko (Candidate of Technical Sciences, Senior Researcher, Leading Researcher).

According to research, potential multi-role fighters F-16E, F-35A, EF-2000, Rafale and JAS-39 were compared in terms of price, cost of operation and coefficient of combat use:

The coefficient of combat use was calculated on the equivalent of the use on air targets of standard aircraft type MiG-29, on ground targets of standard aircraft type Su-24M.

Subsequently, the required number was estimated according to their coefficients and procurement was planned in three stages:

    purchase of 12 boards
    purchase of 24 boards
    purchase of 40-60 boards depending on the number of equivalent applications

The equivalent application was calculated in relation to:

    120 combat aircraft-standards type MiG-29 for air targets
    40 Su-24M standard combat aircraft for ground targets
    70 MiG-29 combat aircraft for air targets

As you can see, the most economically feasible option, the authors called the purchase of JAS-39, which must be purchased in the amount of 96 units, and the cost will be 6.8568 billion US dollars.

Unfortunately, the methodology for determining a potential aircraft does not provide an understanding of determining the coefficients of combat potential of the presented types of aircraft, because in fact they are carriers of almost the same types of weapons.

An exception is, for example, the latest version of the F-16 upgrade, which with the installation of a new radar AN / APG-83 will be able to use cruise missiles JASSM and class AIM-120D, which increase the aircraft's ability to work on ground and air targets, respectively.

That is, the cheapest aircraft presented in the analysis for April 2020, as of February 2021, has updated properties.

By the way, one of the authors of the methodology, Colonel-General Serhiy Drozdov in October 2020, cited Poland, which chose the F-16, as an example of rearmament to a new type of fighter.

Whether the EF-2000 (Eurofighter Typhoon), which is the most expensive and best in terms of performance for air targets, is also already being updated - Spain and Germany have recently ordered the installation of new radars.

It will be recalled that earlier the head of the Verkhovna Rada Committee on National Security, Defense and Intelligence Oleksandr Zavitkevych in an author's column on Interfax-Ukraine noted that Antonov, in cooperation with Boeing, could localize the production of fighters.

In addition, according to the State Research Institute for Testing and Certification of Weapons, by 2025 all types of combat aircraft of the Air Force of Ukraine must be upgraded.
